When transactions are imported from Actuals/Daily View into Transaction View, whether the value is recalculated later depends on the allowance setup - not on the import itself.
The setting that controls recalculation
The Payroll recalculate field in the allowance’s T&A/RS (ii) tab controls what happens when payroll processing runs again.

No: the value imported from Actuals/Daily View remains unchanged when processing runs again.

Yes: the transaction can be recalculated when processing runs again. Changes held on the employee record, such as a new rate, can flow through to the transaction.
This is why transactions can appear to behave differently: the allowances used by those transactions may have different Payroll recalculate settings.
How to check an allowance

Open the allowance used by the transaction.

Select the T&A/RS (ii) tab.

Check the Payroll recalculate field.

Compare the setting with the behaviour expected for that allowance.
Choosing the correct setting
Set Payroll recalculate to No when the imported value from Daily View must remain unchanged during subsequent processing.
Set it to Yes when the transaction should respond to relevant changes on the employee record, such as a new rate, when processing runs again.
Example
An allowance is imported from Daily View with a value of $250:

If Payroll recalculate is No, the transaction remains at $250 when payroll is processed again.

If Payroll recalculate is Yes, the transaction may be recalculated using the employee’s current details, so the final value may change if those details have changed.
Before changing the setup
The standard PayGlobal allowance setup may have Payroll recalculate set to No. Before changing an allowance, confirm the intended payroll outcome and test the change in a Test database first.
