DCE Error (Client Side) - Windows Socket Error: No connection could be made...

This error indicates that the Client computer can't reach the Server at all.

The error message is:

Windows socket error: No connection could be made because the target machine actively refused it (10061), on API 'connect'

Resolving the error:

This error probably indicates that the SERVER does not allow the port through for some reason. Having the specific port we were using allowed through worked to allow connection. (This was due to external firewalls protecting the server.)
